The Gansu Provincial Government also apologized, took responsibility for the incident and sent condolences to the families of the athletes who died but could not ease the public opinion.
The tournament is organized on the rugged terrain along the Hoang Ha River, but the organizers do not have a thorough preparation of equipment, warm clothes, do not follow the weather forecast as well as the arrangement of human resources to do timely rescue work.
